Dr. Khatri holds a medical degree from University College of Medical Sciences, Delhi and MBA from University of Birmingham, U.K. He joined Indian Administrative Service (IAS) in 1988.
He has rich experience of working with the Central Government, State Government and elected local bodies. He has served in the Government of India as the Director, Ministry of Mines during 1999-03. He served as State Project Director, Sarva Shikshana Abhiyana Mission during 2003-06. He has been closely associated with the implementation of projects supported by International agencies such as USAID (Use of ICT in Education), UNICEF (Swasth Plus).
During his tenure as the Commissioner for Industrial Development and Director of Industries and Commerce (May-2006 to May-2011), he played a pivotal role in organizing the Global Investors Meet–2010 in which around 7000 International and Domestic Industrialists participated. The State Government signed Memorandum of Understandings (MoUs) for 389 projects with an investment of Rs. 3.92 lakh crores [US $87 billion].
He has worked as the Secretary to Government, Infrastructure Development Department and Managing Director, Karnataka State Industrial & Infrastructure Development Corporation Limited [KSIIDC]. He was responsible for implementation of infrastructure projects including projects on Public Private Partnership [PPP] basis.
While working as Additional Chief Secretary, Revenue Department, Government of Karnataka, he initiated Drone Based Land Survey of Rural & Urban Lands. He encouraged application of Geo-Spatial Technologies in improving the Governance and Delivery of Services to the Public.
Dr. Khatri has served in the Education sector for a significantly long period. Presently he is working as Additional Chief Secretary Higher Education Department. He has initiated several reforms to improve the quality of Education and Governance of Higher Educational Institutions. He has also made several services available online.
